Powell resigned as police chief last month, but he remained on the force as an officer and canine handler.
According to the council, Powell had been suspended with pay for most of the time since then. The drug detection canine, Bella, has also been returned to the Central Alabama Police Canine Training Center where she came from. According to the original agreement from the organization, the city paid for the training of the canine handler (through donations from the community) and the dog was donated. The city was required by the terms of that agreement to return the dog if they did not maintain a canine handler.
The town council also voted to make acting police chief Chad Gurganus the permanent chief. He has been acting chief since Powell stepped down.
In other business, the council:
•approved a $10,000 payment to Charles Tatum, the city attorney, to clear up the past due amounts owed to him.
•discussed a possible pay raise for city employees.
•approved a formal policy for the disciplanry procedures of police department employees.
