Council OK’s $24.3M budget for fiscal 2019


Jasper City Council members approved a city budget for fiscal 2019 that tops $24.3 million during Tuesday’s council meeting at City Hall.

The budget, which goes into effect when the new fiscal year begins Oct. 1, marks an increase of more than $238,000 over the budget for fiscal 2018.

The proposed budget was introduced at the council’s previous meeting.

Mayor David O’Mary said the new budget includes step raises for city employees, a lighting project to replace all current lighting with LED lighting, and includes full funding of the comprehensive pay plan for city employees.

“It’s a good budget,” he said.

Key points of the new budget are that it includes a projected increase of about $137,000 in sales tax revenue, $60,000 in business license fees and $15,000 in property taxes.

O’Mary said the new budget was a collaborative effort between city leaders and department heads and denotes an improvement in expense management.

In other business, council members:

•approved minutes of the council’s Sept. 4 meeting.

•approved event permits for a POW/MIA ceremony planned for Thursday at 5 p.m. on the courthouse square, and for the annual Jasper High homecoming parade that will be held on Friday, Oct. 5, beginning at 1 p.m.

•approved a request to accept an $850 donation from the Samuel Lee Smith Fund for the special needs swim program.

•rejected the lone bid from the Greater Birmingham Humane Society for for animal adoption and pounds services in order to attempt to negotiate a better agreement.

•approved renewing contracts for volleyball officials, soccer uniforms and volleytball uniforms for the city’s parks and recreation department.

•approved travel for a city employee to attend the Master Games.

•adopted a resolution to enter into an agreement with ALDOT for a Transportation Alternative Program project for downtown streetscape improvements.

•held public hearings and set costs for four properties that were placed under the city’s nuisance abatement ordinance, and later placed several additional properties under the ordinance.

•introduced an ordinance to annex property located next to 51 St. James Place and land located at 1382 Halal Street.

•held a public hearing on a proposed vacation of a portion of 33rd Street South and Second Avenue South.
