Controversial ordinances on agenda for today

Proposed ordinances that have caused a stir during recent Jasper City Council work sessions may be finalized at 10 a.m. today when council members vote on them at today's City Council meeting at Jasper City Hall.

Jasper officials are expected to consider adopting an ordinance to prohibit smoking in public places located within the city limits of Jasper. That topic was a hot one during a Council work session held Thursday at which several area restaurant owners and other concerned citizens criticized the proposal as an infringement on their rights. Health officials were also outspoken at the meeting, arguing that allowing smoking at the facilities infringes on the rights of their non-smoking customers and employees.

Another anticipated vote will deal with proposed amendments to the city's animal control ordinance. This matter has been a hot-button issue since May when the city had the first reading of a vicious dog ordinance that would increase restrictions on a handful of breeds considered by some to be a safety hazard because of statistics regarding their propensity to attack people and other pets without warning.

Since then, city officials determined that they would not consider breed-specific legislation. When the matter continued to be a controversial subject during public meetings at Jasper City Hall, Mayor Sonny Posey appointed a committee to propose an ordinance to deal with vicious dogs, kennels and pets allowed to roam city streets at large.

According to an agenda published by Jasper officials Monday, the Council today will consider:

*Granting parade permits for three upcoming 5K runs;

*Closing a portion of 10th Avenue at Memorial Park School for a Halloween Carnival on Oct. 28;

*Approving travel for Tammy Taylor to attend the NCIJC Conference; and

*Adopting an ordinance to replace the traffic signal light at the intersection of 19th Street and 4th Avenue with a 4-way stop, per submitted traffic warrants.

Councilors are also scheduled to conduct a public hearing and consider approval of a retail beer and wine permit for off-premise consumption license for Brown's Grocery, located at 2965 Highway 195 S., consider bid item procedures for the fiscal year, introduce the 2011/2012 budget and consider adoption of a temporary operating budget during today's meeting at Jasper City Hall that will start at 10 a.m.
